📢 Summary of the Recent Incident and Public Consultation on Three New Initiatives
Dear Alliance Members,
The recent EU conflict has largely been resolved following Belial's apology. However, the process exposed several issues in alliance management and also revealed that some players are hoping for more competition and entertainment within the game.
Based on this, the alliance is proposing three new initiatives, which are now entering the public consultation stage.
1️⃣ Improving Alliance Rules and Penalty Mechanisms
This incident has once again shown that when conflicts are not addressed quickly with clear rules, they can escalate and become difficult to control.
Therefore, the alliance has released the Alliance Discipline & Compensation Rules (Draft Version) with the goal of:
- ⚡ Enabling rapid arbitration at the early stage of conflicts
- 🔨 Ensuring quick enforcement after decisions are made
- 🛡️ Preventing escalation and prolonged disputes
📋 The rules are currently in the discussion phase and are expected to be officially implemented in one week after feedback and revisions. All members are welcome to submit suggestions on the hofgamer.com discussion board.
📜 Alliance Discipline & Compensation Rules (Public Consultation Draft)
0. General Principles
- Dispute handling process: Cease actions → Arbitration → Enforcement
- The party who violates first is not protected by alliance rules until the penalty is completed
- These rules are designed to maintain alliance order and protect members' interests
1. Special Protection: Alliance Management
Killing alliance management members will be punished at least at Lv9 level. If the offender's level is higher, the higher level penalty applies.
2. Pilot (Account Operator) Responsibility
- Insulting a pilot = insulting the account owner
- All violations by pilots are the full responsibility of the account owner
- ❌ "Pilot behavior" cannot be used as an excuse

4. Resource Robbery Penalty
- Public apology
- Full compensation for losses
- Additional fine: 1,000 gold
- Repeat violations: Penalty doubled

6. Protection Suspension Mechanism
Before penalties are fulfilled: Offender enters unprotected status. Others may retaliate without compensation. Escalation and involvement of unrelated members is prohibited.
7. Arbitration Committee & Decision Mechanism
- Permanent committee of 5-7 members
- Members include: Regional managers (rotating), Alliance leadership
- Decision valid when: At least 2 members confirm a violation with no objections
8. Enforcement & Joint Responsibility
- Penalties must be executed within 48 hours
- Refusal → Removal from the alliance
- Equal punishment for: Protecting offenders, Covering up violations, Enabling offenders
9. Appeal & Final Decision
Members may request final review by alliance leadership. If upheld → Fine is doubled.
10. Arbitration Committee Fund
20% of all fines go to the committee fund. Used for fixed salaries (not commission-based).
11. Anti-Abuse Clause
Players who repeatedly provoke conflicts: Lose rule protection and may face direct disciplinary action.
12. Lv0 Player Protection
Lv0 players are generally not fully protected. However, malicious harassment of Lv0 players is punishable.
13. Enforcement Method
💰 All compensation must be completed via the market and supported by screenshots as proof.
2️⃣ Strengthening the "Home Server" System
In the future, all players' core interests and resource allocation will be tied to their Home Server, including:
- 🔗 Post-merge resource distribution
- 👑 King-related benefits and allocations
- 📊 Performance-based server management
All of these will be directly linked to the contributions of players from their Home Server.
To prevent frequent changes that may disrupt fairness:
- 📅 Home Server can only be changed once every 6 months
- 👤 Changes can only be requested by the player themselves
🏠 This ensures that long-term contribution matches long-term benefits.
3️⃣ Trial Run of NA Sabuk Emperor Competition
We plan to run a trial once using a new competitive model for the NA Sabuk Emperor.
If the trial is successful, we will consider continuing the model. If not, we will revert to the previous system.
Core Goal: Return the competition to the true strength of each server's resident players, rather than political alliances or temporary transfers.
To ensure fairness and entertainment, the following rules are proposed:
1) Unified Tax Rate
After winning Emperor, all servers' tax rate will be unified at 25%. Different tax rates based on relationships will not be allowed.
2) No Political Alliances
All servers are prohibited from forming Sabuk alliances or non-aggression agreements. This ensures results are determined by combat rather than politics.
3) Home Server Only Participation
This competition will focus purely on resident server strength:
- ✅ Only players from their Home Server may participate
- ✅ Returning to your Home Server to fight is allowed
- ❌ Mercenaries or temporary transfers are strictly prohibited
If violations are discovered:
- 🚫 The server will be disqualified immediately
- 🚫 The server will also be banned from the next Sabuk
4️⃣ Trial Timeline and Region Scope
If supported by the majority, the trial will begin in the April–May Sabuk. This period will also serve as preparation time for servers to recruit and strengthen their teams.
This trial applies only to NA.
- 🌎 If the NA trial is successful, we will evaluate expanding it to EU
- 🌍 SA, IM, and ASIA regions are not currently planned to adopt this model
Players who wish to participate in this competitive mode may move to NA servers and set their Home Server in advance.
